Mio wants cake, but she is torn on whether or not to signal her interest right away. She would usually politely refuse, with both parties understanding that the refusal was just for politeness' sake and meant nothing of the sort. On the other hand, Bad Ass-sensei was clearly not Japanese, so he probably wouldn't expect the intricacies of the Japanese gift-giving ritual and might accidentally interpret her polite refusal as an actual refusal. Well, best to be on the safe side (that is, the option that resulted in cake).
